Steps to Reproduce: Obtain a damaged item. Enchant the item with Mending. Summon some experience orbs far from the player. Switch to Survival mode. Move towards the experience orbs while holding the Mending item. Observed Results: The experience sometimes goes to the experience bar and sometimes to the item.
This makes it very obvious as the XP orbs will float upstream if they started with momentum in that direction. They will all just stop in the flowing water stream where their momentum runs out. The items on the other hand are very quickly accelerated in the direction of the water flow regardless of starting momentum.
Vanilla tip: in 1.13+, furnaces store their xp. Just grow bamboo, break it with pistons, hopper it into a furnace, and when you need to get some of that xp just lock the input hopper and remove an item from the output slot. The mod "Charm" reduces anvil XP repair cost and gives you ways of increasing tool durability so your XP lasts longer.
