I have adjusted mine twice, both times I just pulled the handlebars and used a socket. Smacked the head stem bolt a couple of times as well and each time got another 1/4 odd turn. Haven't had a problem with a loose head stem in 10K kilometres. I would assume that the 1290 is the same as the 1090 @18nm.XXSc.
